This conference was held to discuss the issues of planning and administration and the impact on communities. It was decided to use the example of the New Towns to look at specific questions such as how can a sense of community be created or re-created in urban situations? How can community groups become more proficient in expressing real social needs and assist both authorities and members of the community to adapt themselves to cope with these needs?
