Frank Mears was appointed by the Regional planning Advisory Committee as planning consultant, along with technical and administrative staff, for the preparation of the Survey, Report and Plans for teh development of the region. Notwithstanding war-time difficulties in securing services of suitably qualified senior technical staff, an Interim Report was presented to the Committee in March 1945 dealing with coalfield development and rurla depopulation. A draft of the final Report was submitted in July 1946 to the Committee, who decided at their final meeting in 1946 that the draft Report should be completed and published.
