In 1834 Patrick Don Swan first entered the Town Council of Kirkcaldy and in 1841 after the death of his brother, Thomas, he was unanimously elected Provost. He stood down from office in 1845 but remained on the council until 1846 when he retired to concentrate on his business. He was urged to stand for the provostship of the burgh in 1860 and was duly elected in November of that year. He continued in office until 1886 having been instrumental in the development of the town
