A paper to be presented at a meeting of the Scottish branch of the Institution of Municipal Engineers on April 15th, 1955. The paper lays out the five year development plan for Kirkcaldy which will involve new housing developments, industries, new schools and roads. The plans were submitted to the Secretary of State in 1952 and approved in 1954.
