Board of trade report by appointed inspectors, on the affairs of three companies and other businesses associated with them. The inspectors drew conclusions as to the cause of failure, a review of facts, personalities, responsibilities, and also the raising and misuse of money.This report was referred to both the Lord Advocate and the Director of Public Prosecutions. After investigation by the Proculator and after considering the evidence and circumstance of the case, the Lord Adocate decided that criminal proceedings in Scotland was not warranted. The Director of Public Prosecutions then decided that no action could be taken at that time.
