In response to the governmental introduction in 1977/78 of a system of financial planning for services other than housing, with the responsibility being on individual local authorities to decide how cash limits set centrally should be allocated to the various services, Dunfermline District Council sets out in this document its five-year capital plan for 1979/80 – 1983/84 together with figures showing revenue implications of proposed capital expenditure by service.
