These petitions concern “an action of defamation and damages pursued by John Leven, sometime collector of Excise… against William and John Young, distillers at Grange… and Alexander Pitcairn, late Provost of the Burgh of Burntisland”. In the first petition, the petitioners wanted a right of confidentiality with regard to “private and confidential communications made to them in their official capacity”, including correspondence by William and John Young. The second petition makes clear that the Youngs were members of Burntisland Town Council when John Leven made an unsuccessful bid to become Provost; and that they had written to the Treasury etc claiming political interference and double-charging of duties, leading to Leven’s dismissal and later damages claim.
