The Provost, Magistrates and Councillors of Dunfermline agreed the bye-laws of the title on 11 February 1924, confirmed by the Scottish Board of Health in April. The final page sets out that the signatories were Provost James Norval, Bailie Angus Macdonald and Town Clerk Andrew Shearer. Owners were to ensure 'so far as is reasonably practicable' that there was provision of boiler, adequate lighting and ventilation etc for clothes-washing; and provision of poles 'to the number and of a construction to be approved by the Local Authority' for clothes-drying on washing-lines.
