This item is a bound copy of a speech given by William Adam of Blair Adam to the House of Commons in 1803. There are also five appendices. Mr Adam spoke against a Bill for erecting a new workhouse in St James parish, Westminster, citing the debt the parish was in due to buying a burial ground and building housing . Mr Adam tots up the costs and debts and claims that this would amount to 'a sum of from 30l to 40l a year for the support of every pauper at or near the rate of 3s a day - a larger sum than is gained by the industrious labourer'. His speech was successful: on p.16 we are told that the Bill was rejected.
