The author John Ross was the Chairman of the Carnegie Dunfermline Trust and of the Carnegie Hero Fund Trust for Great Britain and ireland. He conducted a study of how similar benefactions made by Mr Carnegie to the United States were being administered and ascertaining the results they had achieved and how they were influencing the people.
