Mr Wallace tells Mr Dow that it appears to him that the Act applies to Burghs such as Burntisland, Dysart and Kinghorn with less than 3,000 votes in so far as Municipal elections are concerned, as these Burghs are not combined for municipal purposes. He goes on to say that he is of the opinion that the hours of polling where there are fewer than 3,000 votes, must be held to be open from eight until four and he proposes to act accordingly.
